Gibraltar: A center of excellence for the online gambling sector

After having successfully overcome dilemmas regarding its AML/CFT policies, the country is now returning to the path of growth, with several iGaming companies generating important resources for the Government. Representatives of these operators will be attending G&M Events Spain on April 3-4th, 2024, an exclusive meeting which will take place at Admiral Casino & Lodge San Roque, Cadiz.

A British Overseas Territory located at the southern tip of the Iberian Peninsula, Gibraltar has long been a hub for various industries, including finance, tourism, and online gambling. Its strategic position at the entrance to the Mediterranean Sea and its status as a British territory have made it an attractive destination for businesses seeking stability, favorable tax regimes, and access to the European market.

The online gambling sector, in particular, has flourished in Gibraltar. Renowned for its robust regulatory framework, skilled workforce, and technological infrastructure, the territory hosts numerous online gaming operators and software providers, like Entain Group, 888 Holdings, and Lottoland.

GREY LIST CHALLENGES

Despite this apparent stability, in June 2022, the Financial Action Task Force (FATF) placed the country in their Grey List, which posed challenges and uncertainties for this vital industry. The FATF, established in 1989, is an intergovernmental organization that sets global standards for combating money laundering, terrorist financing, and proliferation financing. Its recommendations serve as a benchmark for territories to strengthen their AML/CFT regimes. Jurisdictions identified with deficiencies are placed on the grey list, signaling the need for urgent corrective actions.

For Gibraltar, inclusion on the grey list meant heightened scrutiny, potential reputational damage, and concerns among investors and industry stakeholders. The territory had to address specific issues promptly to regain its standing as a compliant and transparent jurisdiction.

This was an important subject because online gaming companies have significant substance in Gibraltar and are major contributors to the local economy. In fact, local Government informed that the gambling sector represents approximately 28% of the territory’s Gross Domestic Product (GDP).

Over the past year and a half, Gibraltar has demonstrated unwavering commitment to enhancing its AML/CFT measures. Authorities collaborated closely with the Financial Action Task Force, implementing reforms, conducting risk assessments, and bolstering supervision. That’s why it was received as great news when Fabian Picardo, Chief Minister of Gibraltar, confirmed on the last week of February 2024 that the territory had been whitelisted by the FATF.

The removal from the grey list implies that Gibraltar has successfully met the FATF’s requirements, signaling its dedication to maintaining a robust regulatory environment. This change is a resounding vote of confidence. The online gambling industry can now view again Gibraltar as a reliable and compliant jurisdiction. Operators, investors, and customers alike will perceive the territory more favorably, potentially attracting additional business.

WHAT IT MEANS FOR THE GAMING SECTOR?

Investors seek stability and transparency when evaluating opportunities. Gibraltar’s improved status provides assurance that it has addressed critical deficiencies. As investor confidence grows, more capital may flow into the territory’s gambling sector, supporting growth and innovation. As the territory sheds its grey-list status, it becomes an appealing partner for other jurisdictions. Collaborations with international operators, payment processors, and technology suppliers can flourish. Seamless partnerships benefit the entire ecosystem.

With the grey-list burden lifted, Gibraltar can focus on refining its AML/CFT framework. Strengthened supervision, responsible gambling practices, and consumer protection will further enhance the industry’s credibility. The region’s improved actuality positions it in a better place when competing against other gambling hubs. Its favorable tax regime, skilled workforce, and regulatory compliance create an attractive environment for operators. The territory can now assert itself as a center of excellence in online gambling services.

Industry stakeholders should capitalize on this positive momentum, ensuring sustainable growth and maintaining the territory’s reputation as a premier online gambling destination. The future looks promising, and Gibraltar’s online gambling industry is poised for continued success.
